Grant Reviewer Staffing and Management Services

Bayne LLC was awarded Blanket Purchase Agreement (BPA) No: 24-0038 by the DC Office of Contracting and Procurement (OCP), on behalf of the Office of Out of School Time Grants and Youth Outcomes (OST Office). The purpose of this BPA is to secure expert support for the management of the OST Office's competitive grant review process.

The scope of work is comprehensive, focusing on the core deliverables required by the SOW:

1. Recruitment and Vetting: Recruiting a pool of qualified grant reviewers with a minimum of two years of experience in youth development and/or an Associate’s degree.
2. Paperwork and Compliance Management: Collecting all required documentation, including resumes, Grant Reviewer Applications, and Conflict of Interest Forms, and uploading them to the OST Office’s secure system (Box).
3. Onboarding and Training Coordination: Orienting and training reviewers on compliance, application standards, the Cityspan grants system, and quality expectations in coordination with OST Office staff.
4. Quality Control and Replacement: Monitoring reviewer performance, identifying and managing score outliers, and providing replacement reviewers if performance standards or deadlines are not met.
5. Payment and Record Maintenance: Managing all payment logistics, ensuring reviewers are paid upon successful verification of their completed work, and maintaining meticulous records of recruitment, selection, and payment.
